My partner filled out a descretionary housing payment form today and when i returned it to benefits office t?

we were told today that we had arears of 73 pound on our privately rent house as we are on housing benefit we rang the council to find out why they told us that due to cut backs they thought our accomidation was worth less thanour landlord was charging so we had a 28 pound a week shortfall so they advised us to go to our housing benefit office and get a descretionary housing payment form we did this in the morning and was advised by a very nice officer how to fill it out and to return it asap so we went straight home and fill it out i then took it back to the office that afternoon when i got there i saw a totally different officer whos attitude stunk she was giving me the ( i have a job and you are on benefits attitude ) she then proceeded to scrutinize what we had wrote on the form for our weekly expenditure she then told me that i did not spend so much on clothing a week for my family and then proceeded to sribble out what my partner had written and wrote her own figure in the space without signing it herself or asking me to sign it either she did not even ring my partner to confirm it either we have tried to speaking to her superior but cannot until tommorow and we would like to know where we stand and if she is allowed to do this or if it is even legal for to do before we speak to her superior tommorow and before she can deny it and get away with it
