Are Dutch and Flemish the same language?

Flemish follows the same grammar and spelling rules as Dutch. It has the same linguistic roots as Dutch. Therefore they are the same. However; Flemish express themselves sometimes in sentence constructions that are, according to grammar rules, correct, would however not be used in that way by a Dutch person.
